For treatment of anxiety, it is always better to consult a psychiatrist first, who can establish a diagnosis of anxiety disorder and prescribe appropriate medication. The psychiatrist may refer the patient to a therapist if there is a need for cognitive behavioral therapy, biofeedback, mindfulness meditation, or other relaxation techniques.

A psychiatrist is a medical doctor with advanced training in psychiatry or one of the sub-specialties who can prescribe medications and may also provide talk therapy to patients.

A psychologist or therapist cannot prescribe medications as they are not medical doctors.

Medication is a necessity for treatment of almost all psychiatric illnesses, as they are nothing but a product of brain dysfunction or disease. Therapy may help in conjunction with medication for certain psychiatric illnesses like depression, anxiety, and addictions.
